This is a text of the letter of gratitude written of S.N. Tolstoguzov – Director General of OJSC “RAS Energy Systems of the East”.

CJSC “Tornado Modular Systems” (Novosibirsk) is a modern high-tech enterprise with a good scientific and production basis, and has qualified specialists with experience in APCS implementation in the electric energy sector.

In 2012-2013 the distributed control system (DCS) “Tornado” was introduced and now is successfully operated on the 4th and 5th power-generating unit of Yuzhno-Sakhalinsk CHPP-1 of OJSC “Sakhalinenergo” – a subsidiary company of OJSC “RAS Energy System of East”. Within the operational period of the 4th and 5th power-generating units there have never been any claims to DCS “Tornado” from the staff. The operation has shown high reliability of this DCS. Additionally, the technical solutions, implemented on the basis of DCS “Tornado” that was meant to create a peer-to-peer architecture of the system, correspond to the technical policy of the Company.

The program of perspective development of the energy sector on the territory of Far Eastern Federal District which is the area of responsibility of OJSC “RAS Energy Systems of East” up to 2025 includes new construction of electric power generation facilities. In context of this program, the shipments of equipment and services, and in particular the DCS are selected according to the results of tendering procedures conducted by the general contractor in accordance with the Federal Law of the Russian Federation from April 5, 2013, NQ 44-ФЗ “On the Contract System of the Federal and Municipal Procurement of Goods, Works and Services”.

Therefore, I think that CJSC “Tornado Modular Systems” needs to participate in competitions for the right to provide the DCS and services of its integration into commercial operation at the facilities of the Company.
