Integrated APCS of the power-generating unit No. 1 of Krasnoyarsk CHPP-3

In 2012, CJSC “Tornado Modular Systems” executed implementation of the integrated APCS of a 220 MW power-generating unit (the total number of physical signals is over 3000).
Power-generating unit No. 1 consists of the following components:

  • Boiler unit of Ep-670-13,8-545 BT (TPE-216) type;
  • Turbine of T-185 / 220-12,8-2 type;
  • Generator of TSFP 220-2U3 type;
  • Auxiliary equipment of the power-generating unit, the plantwide thermotechnical & electrical equipment as a part of the main scheme.

Automation of the technological processes of the power-generating unit is implemented by the APCS tools for all operational modes: normal, transitional, pre-emergency, emergency, and special. Safety of the staff, integrity of the equipment and environmental protection are provided in all modes.

Requirements to number and qualification of the APCS staff

After the system installation the number of the staff (operational staff of technological equipment, administrative and technical CHPP staff which uses results of informational and computing APCS tasks in the form of files or prints) doesn’t change in comparison with the system without APCS as it is not required by any task. 

Requirements to the qualification of the user staff do not suppose changing of their qualification characteristics: the system supplier provides the APCS training. Training for the users, knowledge and skill testing are organized by the Customer simultaneously with preparation of the APCS service staff. 

The staff number for the system service should be based on the possibility of involvement of staff from the structural units (measurement, control, protections, etc.) of the plant. Among the additional staff, there should be specialists with the following qualifications: 

  • System programmer (system administrator): 2 persons; 
  • Software development engineer: 2 persons; 
  • Electronics engineer: 2 persons. 

Operational staff of an APCS department (APCS shift engineer) is based on the number of night watch staff of technological departments (5 persons).

If necessary, additional number of the staff are determined by the customer independently on the basis of the document “Standards of Number of the Staff of AMS1 Departments of Electric Power Station” (M:COTenergo, 1999). Users and service staff must have an authorized access to the APCS environment, which is set by a system administrator. A required operating routine for the staff remains unchanged in accordance with the procedure established by the industry documents for thermal power plants.
